CISFC Holds the 2021 Conference on Full and Strict Party Self-Governance, Party Conduct, and Clean G

On February 2, 2021, China Insurance Security Fund Co., Ltd. (CISFC) held its 2021 Conference on Full and Strict Party Self-Governance, Party Conduct, and Clean Governance. This year’s Conference aims to convey and implement the directives of the Conference on Full and Strict Party Self-Governance, Party Conduct, and Clean Governance held by the China Banking and Insurance Regulatory Commission (CBIRC); review CISFC’s programs in 2020 on Party conduct, clean governance, and discipline inspection; and define the tasks and work requirements for 2021. Yu Hua, Secretary of the CPC CISFC Committee, delivered a speech at the meeting. Zheng Lei, Secretary of the CISFC Discipline Inspection Committee, made plans for discipline inspection in 2021.

 

The Conference noted that in 2020 under the strong leadership of the CPC CISFC Committee and the CCDI discipline inspection team dispatched to the CBIRC, the CISFC Discipline Inspection Committee followed the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, gave equal priority to preserving traditional values and promoting innovative ideas, and fulfilled supervisory, discipline enforcement, and accountability responsibilities in line with Party-building efforts and central tasks at the company, achieving notable results on all fronts. In particular, the Discipline Inspection Committee, aiming to strengthen political supervision, has resolutely carried out the political task of keeping COVID-19 under control, tracked and supervised the implementation of Fund contribution exemptions and prepayment reductions, and strengthened and ensured the implementation of the Two Responsibilities and the decisions and tasks assigned by superior authorities. It meticulously carried out the day-to-day supervision of key areas (e.g., personnel, finances, and properties) and processes as well as the supervision of performance of duties, and promoted the linkage between inspections, audits, and discipline supervision to build supervisory synergy. The Discipline Inspection Committee focused on the enforcement of the Eight-Point Regulation and consolidated the progress made on improving Party conducts. It also strengthened the leadership team for discipline inspection to promote the high-quality development of discipline inspection programs.

 

The Conference stressed that 2021 is not only the first year for the national 14th Five-Year Plan and for comprehensively building a modern socialist China, but also marks the 100th anniversary of the founding of the Party, making the continuation and advancement of programs on full and strict Party self-governance, Party conduct, and clean governance particularly significant. The general requirements for 2021 are: (1) to follow the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the decisions of the Fifth Plenary Session of the 19th Central Commission for Discipline Inspection, and duly implement the plans of the CPC CBIRC Committee and the CCDI discipline inspection team dispatched to the CBIRC; (2) under the strong leadership of the CPC CISFC Committee, to strengthen the Four Consciousnesses and Four Confidences, ensure Two Upholds, and vigorously enforce the policies on full and strict Party self-governance and promote the guidance and assurance effects of this Party initiative; (3) to develop an accurate understanding of the requirements for discipline inspection in the new era, implement them in accordance with the plans of the CPC Central Committee and the CPC CBIRC Committee, and capitalize on the effects of supervision on ensuring implementation and promoting improvements; and (4) to follow the general guideline of making steady progress, enforce the Three No’s policy, and welcome the 100th anniversary of the Party with outstanding achievements.

The Conference directed the CISFC Discipline Inspection Committee to (1) enhance political supervision in line with the doctrines of the Two Upholds, strengthen staff accountability, duly perform its supervisory and discipline-inspection assistance functions, strengthen the supervision of department heads, and continue to promote the linkage of inspections, audits, and discipline supervision efforts; (2) strengthen supervision to keep powers in check; strive to identify and prevent clean-governance risks; and fully understand the powers and authorities of staff members of all levels and positions; (3) carry out the Three No’s policy (i.e., dare not, cannot, and will not take part in corruption) in relation to risk resolution activities, focus on the clean-governance risks of such activities, and improve the corresponding institutional framework, supervisory efforts, and restraints; (4) continue to improve Party conduct and enforce the Eight-Point Regulation to create an atmosphere for honesty, pragmatism, integrity; and (5) enhance supervision and restraints and build a discipline inspection team that is politically qualified, loyal, honest, responsible, professional, and fearless in combating corruption, in order to create a solid foundation for the high-quality development of China’s Insurance Security Fund in the new era.
